CURRICULUM VITAE (CV)
ADA Litigation
Appeals
Supreme Court certiorari
Now concentrating on representation before the Supreme Court of the United States, and federal courts of appeals, I have decades of experience in resolving disputes — in court and out of court — for the benefit of thousands of individuals, as well as numerous organizations and government agencies,
I am available to file petitions for certiorari in the Supreme Court of the United States, for Supreme Court argument, and to litigate appeals in the federal courts of appeals, and the states’ appellate courts.
My experience includes:
* Five oral arguments before the Supreme Court of the United States.
* Participation in additional Supreme Court litigation.
* Numerous federal court of appeals cases.
* Landmark class action and individual litigation.
* National litigation in Pennsylvania, California, Texas, Massachusetts, Arkansas, Georgia, Alabama, for example.
* Federal Court Special Master.
* Federal Court-Appointed Monitor.
* Special Assistant Attorney General, Commonwealth of Massachusetts, representing the Governor and a cabinet agency.
* Work for the West Virginia Supreme Court, the National Institute of Mental Health, the State of Wyoming, the State of New Jersey, the National Disabilities Rights Network, and other bodies.
* Invited testimony to United States Senate.
* Invited presentation to United Nations Conference (Iceland).
* Teaching at University of Pennsylvania Law School and New York University Law School.
* Law review, popular press and other publications.
As a special master serving a federal court for almost nine years, I presided over evidentiary hearings, made findings, issued orders, resolved hundreds of disputes, and reported to the court. A federal judge characterized my service to the court in this way: “The Special Master [David Ferleger] is a skilled judicial adjunct who has served the Court with balance and with fairness to the parties.” I bring that same skill and devotion to justice to every person I represent.
